Analysis On Reformative Causes And Constrains Of Sports Department In Chinese Local Government In New Era

In 1990s, the reform of government administration system has sprung up in western countries. With the development of information technology, this reform has gradually become a worldwide fashion and then exerted overwhelmingly significant influence on Chinese government administration system since the late of 1990s. Now, china is one of few countries that the government shoulders the responsibility of supervising the sports administration. To be exact, local governments do the duties of maintaining and developing local sports administration. Being a functional department of local government, sports administration department actually hold the power to be the host and manager of local sports'activities. As the eleventh Five-Year plan says, we must speed up the reform in sports from extensive pattern to intensive pattern and the administration from experiential pattern to scientific pattern. We should deepen the sports reform continuously, promote the sports industry vigorously and make great efforts to create the zealous system and operational mechanism involved by every social force. To make the sports administration level more scientific and judicial and realize the comprehensive, coordinated and sustainable development, which accordingly, arises new demands and duties for the administration and development of our sports department in local governments.It is said that sports administration system nowadays is unable to keep pace with its development. Only small reforms in the system can't keep abreast of developments in the times, and reforms in sports department in all levels of government fall behind with those in other functional departments. There is no exception with central government and local government. We need the power to push the reform while encounter the resistance. This thesis, in the light of the sports administrative department in local government's power, extent of power, structure, function and relation, tries to analyze the affiliation, scope and source of the power, the layer and relation of the structure and the boundary of the function, in order to make sure the power we need in every respect of the reform and analyze respective constraints to find proper ways and decrease detrimental influence in the process of reform. In the meanwhile, this paper tries to find ways to build sports administrative department in a service-oriented government from the angle of the responsible government, in order to explore new ways for the reform and development of our local government's sports department and make some contributions to the quick, scientific and sustainable development of our sports enterprise.
