Although China had put forward the concept of family planning quite early, the completeimplementation of the concept was as late as in the1960s and it was determined as the basicstate policy in the1980s. To put in place the family planning policy of China, the relevantorganizations and institutions related to family planning have been gradually completed.Undoubtedly, rural residents, the majority of the Chinese population, are the major parts subjectto family planning services and administration. The family planning work of the townshipgovernment is the basic guarantee for putting in place the basic state policy of family planning,the major battle field to stabilize the low fertility level in rural areas and plays an important rolein the maintaining rural resident family planning and reproductive health rights and interests.Therefore, it is of vital practical significance to fully understand the policy directions for stateadministrative institution reform, the current status of family planning service station of thetownship government, and the changes in the service needs of rural residents and discuss theservice function positioning of the township government in the family planning work. Under thenew circumstance, the village and town government should timely transform their concepts andimprove service system, expand service channels and do a good people-oriented job in familyplanning based on the concept of service-oriented government. In the transformation of servicefor family planning, the township government has responsibility flaw questions, such as thefailure to achieve corresponding effect through publicity and education, the huge conflictbetween the fertility will and policy, the impractical evaluation index of the upper levelgovernment on the village and town governments, lack of measures on the tracking andadministration of floating population, supervision and restriction, lack of input in the publicgoods related to family planning service, old facilities, weak technology, substandard technologyservice level, and professional ethics of technical staffs which is yet to be improved. Theserequire the village and town governments to innovate in administration model and seek forsolutions. This also requires the village and town governments to strengthen policy publicity andguidance, stick to the award and assistance system, set up a scientific evaluation system,practically formulate family planning evaluation index, strengthen the tracking administration system on floating population, improve the supervision and restriction system, increase financialinput, improve public service building, solidify the foundation, enhance the family planning teambuilding, and speed up the transformation from the control-oriented compulsory concept toservice-oriented administration concept to finally realize the new goal of stabilizing the lowfertility level, improving population quality, improving population structure, guiding thereasonable distribution of population and guaranteeing population safe...
