| Attracting and cohesing the large number of outstanding talents to meet the needs of the economic and social development has become the primary link in the development strategy of the world's and countries.To build Xi'an an international modern city, the effective support of human resources is the key.The research in evaluation and comparation of talent attraction of Xi'an,fully aware the advantages and weaknesses and clear directions for improvement,to improve and enhance the quality of human resources work,to attract a large number of talented people to participate in international modern city-building,is the purpose and significance of this study.Firstly, based on the summary and analysis of the existing human resources and related data and information, combined with relevant theory and research, consulting and reference to the relevant expert opinion,the paper revises,improves and ultimately make the Xi'an talent attraction evaluation multi-level indicators and using AHP method to determine the index weight to build a complete evaluation index system.At the same time,aiming to the characteristics of different types of personnel,decompositiing the key index sets to individual evaluation to give the corresponding tools of specific operations in Xi'an talent attraction comprehensive and classification evaluation. Secondly,this paper standardized treats the first-hand data obtained by inquiries,visit research,surveys,and actual measures using the index system, and give the basic conclusion of the comprehensive and different types talent attraction evaluation of Xi'an.Thirdly,using the indicator system, on the same platform,evaluating the specific situation of the personnel attraction of Xi'an,Chengdu and Shanghai.Through comparison and analysis the items,pointing out the advantages and disadvantages of Xi'an Finally,based on the evaluation and comparison of results,the paper presents Xi'an should focus on accelerating the pace of economic development,optimizing human resources environment;improving attractive policies and measures to enhance the appropriateness and effectiveness; optimizing the growth of talent, improving the market environment and so on. |
