Talent is the primary resource,the most active economic factor,the primary factor for mobilizing other resources and an important force for the success of national strategy.Facing the increasingly fierce competition of national and regional development,only with sufficient talents can we gain competitive advantages in the process of development.After Wuhan enacted a policy to encourage talent introduction in 2017,the "war for talent" broke out across the country.Under the circumstance of fierce competition among cities and huge demand for talents for urban development,it has become a major task of priority for every city to seek development to keep pace with The Times,flexibly adjust relevant talent introduction policies and comprehensively improve the level of talent attraction.Therefore,this paper selects 19 first-tier and new first-tier cities with relatively fierce talent competition as the evaluation objects,and conducts research on the talent attraction status of 2017-2020 data,which is of great significance for improving the urban talent environment and promoting economic and social development.This article combs the actuality of literature research from both domestic and overseas,and explores the current situation of 19 studied cities from the aspects of population,talent flow and talent policy.Based on the existing research,it is decided to construct an evaluation index system of urban talent attraction from four dimensions of livable environment,security,social environment and self-realization from the perspective of meeting talent demand.Firstly,the statistical data of related indicators are collected and sorted out.According to the construction principle of indicator system,the maximum irrelevance method is used to screen and determine the indicator system.Then,the entropy weight method is used to calculate and analyze the scores and rankings of static comprehensive evaluation of cities in each year from 2017 to 2020.Secondly,in order to balance and system research trend of city talent attraction during the evaluation period,based on the ideology of " thin,ancient and modern ",the time element is introduced on the foundation of static comprehensive evaluation,based on TOWA operator,TOWGA operator and their mixture operator,the dynamic comprehensive evaluation with time,indicator and scheme is constructed,the influence of static score change on dynamic score of urban talent attraction is analyzed.Finally,based on the measurement results of the hybrid dynamic comprehensive evaluation model,comparative analysis is made by indicator layer and city.The results prove that: in the static comprehensive evaluation,the talent attraction level of Beijing,Shanghai,Shenzhen and Guangzhou has been in the top four cities for a long time from 2017 to 2020,and Shenyang has been at the bottom for four consecutive years.In the dynamic comprehensive evaluation,Beijing,Shenzhen,Shanghai and Guangzhou ranked the top four in talent attraction,while Tianjin,Qingdao and Shenyang lagged behind.According to the dynamic evaluation value,the study cities are divided into three categories: Beijing,Shenzhen,Shanghai and Guangzhou are better than other cities in the function and balance of talent attraction;Seven cities,including Chongqing,Wuhan and Hangzhou,are at the middle level in terms of talent attraction.Eight cities,including Zhengzhou,Dongguan and Changsha,lag behind in their talent attraction.Based on the estimated evaluation value and comparative analysis results,combined with the status quo of urban development,specific countermeasures and suggestions are put forward to enhance the talent attraction of each research city,and feasible suggestions are put forward to enhance the talent attraction of first-tier and new first-tier cities from the perspectives of economy,infrastructure construction and talent policy. |
