With the development of the economy and the upgrading of the industry,the quality of labor force has become an effective driving force to promote the economy,and the demand for talents of middle and high level in various regions and fields has also increased.Talent is the carrier of knowledge and the creator of value.Talent competitiveness affects economic strength directly.Various regions have promulgated serieses of talent attraction policies to promote economic development.The pillar industries of Hebei Province are mostly traditional manufacturing industries.In recent years,the economic downturn and the deterioration of the air environment have forced Hebei Province to transform and upgrade industries,and talents are the key to success.The distribution between talent structure and industrial structure are unreasonable.At the same time,serious brain drain has greatly hold back economic development.This paper has carried out a series of analysis based on this background,aiming at presenting the status of talents in Hebei Province from the aspects of quantity and structure.By combing the existing literature,this paper defines the concept of talent related,introduces relevant theories,and then extracts three main factors through factor analysis,obtains the talent attraction scores of various regions in Hebei Province.Then,based on the VAR model,the relationship between the number of talents in Hebei Province and the economy in Hebei Province was studied using the data from 2001 to 2016 for 16 years as a sample.In this process,Granger causality test,the impulse response function between variables,analysis of variance decomposition and multiple regression models were carried out in turn which are necessary model analysis.Finally,based on the theory of synergy,this paper construct a composite system that reflects both the talent structure and the industrial structure.It reflects the adaptation of talents and industrial structure from four parts in Hebei Province,and then provides assistance for the formulation of talent-related policies.Finally,the conclusions as below:(1)The overall talent attraction score of Hebei Province is low.If the favorable attraction policy cannot be given,the brain drain will be more serious.(2)The number of talents interacts with economic development.There is a relationship between Granger and Britain.That is to say,the increase in the number of talents will promote economic development,and the development of the economy will attract more talents.(3)From 2001 to 2016,the structure of talent and industrial of Hebei Province have been in a state of slight imbalance for a long time,which is not conducive to the sustainable economic development of Hebei Province.Beyond that,unsufficient financial input in talents and unreasonable talent allocation in various industries all put Hebei Province in trouble.Hebei Province should actively carry out double-creation activities to create jobs,promote the implementation of talent attraction policies,attach great importance to talent sharing,and provide more talents for economic development and industrial transformation in Hebei Province.
