With the "unit system" gradually disintegrated", "street residence system" has been more and more important, residents can achieve their own interests in the community, urban reform,development and stability would take place in the community, community construction has become the major part of the urban development. As a backdrop of the state promoting community construction actively, women's community participation is not conducive to community building and development, which is also an inevitable requirement for the development of democracy. Judging from available information, relevant to the theoretical study and practical aspects of domestic research is so rarely, and social awarenesses in this respect are not very systematic and concrete. To make up for the lack, this paper selected the Yuecheng community in Shaoxing, for the study sample. Through interviews and questionnaire survey of women participation in community decision-making level, the paper will show their situation.The survey revealed:female participation in the community has three levels——the participation in "residents'committee" and "Party committee", the participation of Residents'Congress and the general women's participation in the public affairs. Women in community participation have civic awareness and gender awareness, have demonstrated a strong communication skills, replete with love, work conscientiously, incorruptibly, family support and other issues of common advantages. Meanwhile, deeply suffered from the negative effect of safeguarded policy, division of the traditional family model and patriarchal gender, Women's self-awareness and confidence are inferior to men. To further enhance the level of women's community participation, the article puts forward the countermeasure proposal, such as improve the overall environment for women, promote women organization active role, and improve the feminine community.
