In2008, the State Council promulgated the “the directive opinion of theimplementation of performance pay in compulsory education schools” Whichprovisions that since January1,2009, the country should generally implemented thecompulsory education school performance salary system. The implementation ofperformance pay system for compulsory education schools, fully embodies our partyand the country attached great importance to the cause of education. To ensure that theaverage salary for teachers in compulsory education is not less than the average wagelevel of local civil servants for rational allocation resources, and promoting thebalanced development of compulsory.The implementation of performance pay system in compulsory education schoolshas achieved remarkable results, but also there are some obvious problems in theimplementation process. A profound understanding of the existing problems, andtargeted to solve, has the vital significance to the implementation of performance paypolicy.Based on the deep understanding of Marx wage theory, the scientific connotationof Marx wage theory as the instruction, and unifies the economy practice of socialistmarket of our country. And closely around the reform objectives of compulsoryeducation. Adhere to the principle of allocation fairness and efficiency at the sametime. To analyze the various problems and situation, what is the implementation ofperformance pay policy for compulsory education teachers. To find the real problems,and put forward measures and suggestions to solve the problems.This paper considers there are mainly four reasons of the problem of compulsoryeducation school performance salary policy: firstly, lack of implementation of thepolicy of leadership. As a major reform measure of the implementation ofperformance pay policy in compulsory education schools. From the central to local governments, mainly take the gradual decentralization, ultimately to the county for theimplementation of the organization. This is lack of unified leadership, significantregional differences. And it also causes unnecessary differences and disputes. Andalso lack of supervision and evaluation of policy implementation. Secondly, lack ofpolicy advocacy and guidance. And lead to each social session and teachers are notclear to performance pay policy. Thirdly, the source of funds performance wage policyimplementation needs to be sorted out. Including the financial relationship betweencentral and local governments, and the provincial cities and counties (District)financial relationship requires further straighten out. Fourthly, the system andmeasures need to establish and improve, including the strengthening of compulsoryeducation funds safeguard, supervision and accountability mechanisms.This paper also proposes that we must adhere to the guiding position of the Marxdoctrine, and fully understand the basic connotation of Marx wage theory. To combinethe actual situation what is under the condition of socialist market economy anddevelopment goals of the compulsory education. To take effective measures ofcompulsory education teacher performance pay policy, and improve the effect of thepolicy.
