| Since 1998, the number of university as the modern distance education experimental unit approved by ministry of education has reached 68. Multitudinous ideas have been formed in the development and exploration of these 68 experimental units during ten years. However, with rapid development of the modern distance education, the quality problems of online education have become increasingly prominent, which urge us to do systematic study on the quality management of online education.The design of online education system is proposed in this paper, and the purpose improves the quality of online education. A variety of research methods are used, such as literature research, theoretical research, comparative research and action research.The combination of the study on the design of online education system and the design and development of Jiangnan University modern online education system shows that the quality assurance of online education is reflected from the systematization of online education. Only this system is constructed and operated well can quality of online education be effective guarantees. Under the guidance of the basic theory of quality management, the design of online education system must uphold the principle of integrity, expansibility, and full participation, strengthen process design, pay attention to the feedback and development so as to reach the purpose of improving quality of online education.It is suggested that great importance should be attached to the design of modern online education system, the quality management system of modern online education needs to be constructed as soon as possible and while the guidance of system operation is provided to each online education institution, the work of these institutions should be measured and controlled uniformly.
