The Research On The Data Quality Of Government Statistics

Government statistics is the basic part in our government management, the quality of which decides the data quality of macro-statistics and influences the social development plan and strategy made by relevant departments. It impacts economic body including individuals, collectivities, corporations and other enterprises, especially the companies'judgment on the economic form. Under the background of the international financial crisis, there's more requirement on the basic data and statistical analysis, statistical work is emphasized and more concern is on the data quality. So, it's significant that more effort should be made to improve the data quality. It is necessary to research on the data quality of government statistics for improving the transparency, accountability and national development policy, satisfying social needs in social economic development process,making our statistics further with international practice and strengthing the statistical data of international comparabilityThe paper is divided into 6 parts, in the first part, the author introduce the motive and meaning of writing this paper briefly and analyze the current research in this regard home and abroad, then discuss the research way of this paper. In second part, the author elaborate the data quality of government statistics on the necessity and importance. The author define the core concept of the paper from the connotation and standard of the quality of statistical data and make clear of the theoretic foundation, using research institute for subsequent each part of basis. In part three, the author introduce the current statistical quality in our government. Statistical problems people concerned as the breakthrough point, the researched empirical find the main three problems of the data quality of government statistics is the data of government statistics distortion, the data of government statistics caliber inconsistent and the data of government statistics applicabilitied. From the statistical system, the statistics law, total quality management that analyse the causes of these problems. In part four, the author introduces the data quality of government statistics developing of the United States, Britain, Canada, Japan, analysis the experience of the data quality management of government statistical in developed countries. In fifth part, the author suggest about thinking mode of statistical system reformed, perfect statistical legal system and implementat the data quality of the government statistics by total quality management.
