Research On The Quality Of Statistics Of Local Government

Statistics is an important comprehensive basic work for economic and social development.Statistical data is an important basis for the government to carry out macro-control and formulate policies.The quality of statistical work depends on the quality of statistical data.Only high-quality statistical data can provide the government with efficient,accurate and scientific services.However,in recent years,negative news such as statistical water injection,statistical counterfeiting,and "data fighting" have been exposed frequently,and the quality of statistical data has been questioned by more and more people.Distortion of statistical data not only affects the scientificity and accuracy of government decisions,but also overstretched the credibility of the government.Therefore,improving the quality of government statistics is a major problem that needs to be solved urgently and should be highly valued.There are many factors that influence the quality of statistical data,and one of the key factors is the statistical management system.The current statistical dual management system(dually led by local governments and statistical agencies at higher levels)lacks independence and is vulnerable to interference from local governments.The report of the 19th Party Congress pointed out that it is necessary to improve the statistical system.At present,the statistical department is carrying out the reform of "intensifying the statistical management system and improving the authenticity of statistical data" from top to bottom.Taking S County as an example,this paper combines the actual work of the author in the grass-roots statistics department,and firstly studies the statistical data quality standards,evaluation system,and theoretical basis.Based on this,through field interviews,literature review,and case studies,etc.,The status quo and existing problems of S-county government's statistical data quality are pointed out.With the convenience of statistical front-line work,the main reasons are to use total quality management theory to analyze the causes of problems in the statistical data production process,so as to propose countermeasures and suggestions for the problems in order to promote The reform of the statistical management system will help improve the quality of statistical data.This article is divided into six chapters.The first chapter introduces the research background,purpose and significance of research,domestic and international research status and development trends,research ideas and research methods;the second chapter introduces the concept of government statistics,the quality of government statistics data and standards,statistical data quality includes The four dimensions of truthfulness,accuracy,timeliness,and completeness,of which the most important one is authenticity,are also the focus of this study.Then the new public management theory and total quality management theory are introduced to provide theoretical basis for subsequent chapters.The third chapter introduces the statistical status of S County government and the status of statistical data quality,points out the problems in the authenticity,accuracy,timeliness and completeness of statistical data,and selects the real case of S County as an example;The fourth chapter analyzes the existing problems and their causes,and puts forward the reasons for the statistical quality of the s county government,such as the imperfection of the statistical system,the absence of the legal system,and the weak foundation of the grassroots.The fifth chapter addresses the issues,andcombines the actual conditions of S County,and proposes countermeasures such as deepening the reform of the statistical management system,strengthening the construction of the statistical legal system,consolidating the basics of statistics,providing services to the social forces,and accelerating the development of statistical information.Summary.
