Along with the futher accelerating of the process of industrialization and urbanization in China since 1990s, a large number of farmland has been expropriated by the governments and the number of land-expropriated farmers has been booming. After the land has been expropriated, landless farmers become part of the floating poputation living on the fringes of urban and rural areas. Mass disturbances of land-expropriated farmers are increasing year by year for the following reasons: compensation funds is inadequate; some leaders in Party and government organs make mistaken decisions or they have simple working methods; the channels of demand of farmers'interests are unimpeded; these farmers become more democratically conscious but their legal awareness is weak.Mass disturbance of land-expropriated farmers is a complex issue of our country at present and for a fairly long time to come, which is also an economic, social and political one. It is very common in many parts of China and it is of great harmfulness to our society if mishandled. It is profoundly significant for the social stability, for the construction of a new socialist rural area and for the socialist harmonious society to prevent and control the mass disturbance of land-expropriated farmers. If mass disturbances of land-expropriated farmers fails to be prevented actively and handled properly, it will hinder the process of urbanization. Meanwhile, it can also bring instable factors for a society; what's more, the goal of building a socialist harmonious society is hard to reach. Therefore, it is getting more and more important how to prevent and control the mass disturbances of land-expropriated farmers effectively, which is not only a great research subject with great theory value before us, but the burning practical issue for the time being.This paper illustrates the harmfulness of mass disturbances of land-expropriated farmers , analyzes the causes of it and presents the specific countermeasures to prevent and control it based on defenition of the concept and main features of mass disturbances of land-expropriated farmers. |
