With the increasing demand of land resources for urban development,it is inevitable that a large number of peasants’ land will be occupied to ease the pressure of urban economic development.Under this special background,the number of middle aged peasants whose land is expropriated will increase day by day,and finding a good job will become the main contradiction for farmers at present.In order to meet the growing needs of the people for a better life,the fourth plenary session of the 19 th national congress of the communist party of China(CPC)made it clear in the resolution that we should improve the mechanism for promoting fuller and higher-quality employment.However,the current employment promotion mechanism in mudanjiang city still has some deficiencies.Under the new requirements of the new era,it must be gradually improved and the employment promotion of middle-aged farmers should be paid more attention to.Therefore,it is necessary to conduct in-depth research.Under the guidance of the public employment service and the full employment theory,this paper takes the land-expropriated middle-aged farmers in yangming district of mudanjiang city as the research object,collects the data through the literature review and the questionnaire method,and discusses the following main problems in the mechanism of promoting the employment of land-expropriated middle-aged farmers in mudanjiang city: the employment security system is not perfect;Limited supply capacity of public employment services;A tough job market;Lack of available resources for employment skills training;The implementation of incentive policies is inefficient.The causes of these problems are as follows: the employment promotion and security mechanism still needs to be improved;The construction of publicemployment service mechanism is relatively slow;The development of labor market mechanism is not balanced;Lack of innovation in re-employment education and skills training mechanism;Employment and entrepreneurship incentive mechanisms have not played a significant role.Therefore,through the analysis and comparison,this paper puts forward the perfect landless middle-aged peasant employment to promote early warning security mechanism,comprehensive optimization mechanism of public employment services,scientific regulation of the employment market operation mechanism,create diversified reemployment training mechanism,implement effective employment promotion policy Suggestions,such as incentive mechanism for mudanjiang city government and relevant departments to solve farmers landless middle-aged decision-making reference for the employment problem. |
