| A generous agriculture with rich peasants in stable countryside secures a strong economy, a rich country and a safe society. Building a new socialist country is the inevitable requirement for the full implementation of the scientific development view and the construction of a harmonious society. It is also the key task of comprehensive building a well-off society and the important measure of speeding up the socialism modernization process. For Inner Mongolia Region is a big agricultural province it has unusual significance. Inner Mongolia Region is a less developed areas in our country, its economy and culture are lower than other provinces, because the peasants'technical and cultural quality are weaker in the countryside. In order to solve the problem, we must develop the rural vocational education which can improve peasants'technical and cultural quality. It is one of the most urgent tasks of inner Mongolia Region train the new-type peasants with knowledge, farming technique and management and give play to subject dynamic role to the utmost.This thesis refers to the problems of peasants, such as the short term of education, less qualified scientific, technical and cultural skills as well as low level of labour skills etc. The thesis have analyzed such things as the current situation of the peasants'scientific, technical ,and cultural quality of training courses, the skill ability of the peasants as well as the relationship between scientific quality and the economic development and the relation between incomes and the training. We must establish and advance a new educational conception and maintain educational impartiality and we must develop the rural vocational education. Therefore, the authors think that there are a great number of factors restrict Inner Mongolia Region peasants'technical and cultural quality, and the major factor is the rural vocational education development lag behind. We should improve the peasants'technical and cultural quality from the aspects of system, environment and peasants themselves. Under the direction of the core value of socialism, the building of rural culture should be strengthened and peasants'technical and cultural quality should be improved, which would lay a solid foundation for the construction of new socialist countryside. |
