To realize the goal "production development, and life circumstances, the township wind civilization, the village of his clean, democratic management" of new rural construction, it is crucial to promote the whole human resources of rural area. As one of the agricultural provinces, Hubei province responds positively to national policy, have organized variety of farmers' training, such as sunshine project, Science and technology joins a project into the village, agricultural extension, experimentation and application and so on. Large number of financial resources, material resources and manpower were threw into these training projects, so how about the real effects? Have the goals of these training projects been achieved? The thesis choose scientific and technical training project of new-type farmers as research object, Research objectives is to investigate current situation of training project, furthermore, know about actual results and effectiveness. Evaluate the performance of pre-construction, implementation process and results by qualitative analysis and quantitative analysis. Then distill the good experiences, find out reasons of deficiencies and come up with some corresponding, constructive suggestions, thus to perfect rural practical person cultivation assessment and at the same time push forward training projects develop efficiently.The whole thesis is divided into five chapters. Analysis sample after gathering the evaluation information, process data to get preliminary performance results. The fifth chapter which is also the core part of the whole thesis is performance analysis. On one side, summarize the good experiences which are worth popularizing and positive effects. On the other side, find out problems from the angle of farmers themselves, teachers, work outlay, funds and the system of quality guarantee. And countermeasures are put forward in legal, Industry association, quality assessment, funds, incentive mechanism, training content and teachers'construction.Making a comprehensive view, this thesis is given first place to the authentic proof analysis. Based on document analysis, according to the procedures and methods of performance evaluation, then evaluate the performance of scientific and technical training project of new-type farmers and gain the results.
