It is well known that the rural macro environment is still disadvantageous in spite of the economic development since the opening and reform in China. The difference between city and country is not narrowing but greatly broadening. In order to narrow this increasingly expanding gap, thus to completely change the backward living conditions in countryside, it is set as a task of historic significance at the 5th Plenary Session of the 16th Central Committee of CPC, to build a new socialist countryside with features of developing production, of well-to-do living conditions with civilized folkway, of neat and tidy visage, and of democratic administration.Farmers are the main force to fulfill the task of building a new socialist countryside. In this sense, new farmers are highly needed. They should be acquainted, civilized, and armed with techniques and management skills. And those rural persons of applied abilities with one or more practical skills will exert their paradigmatic influences to drive the economic development of the whole countryside. Therefore, rural vocational and technical education, which gives birth to such kind of talents, plays an indispensable role to facilitate rural development.Our study begins to explore the definite meaning, features, classification and functions of persons of applied abilities. It makes a deep analysis on the status quo of rural persons of applied abilities in Jilin Province, supported by abundant and reliable data. It sums up that the persons of applied abilities in Jilin Province are quantitatively poorly educated in obstructed ways, lack of hi-tech skills, in unbalanced age-sex structure and industrial structure. Our study analyzes the factors that influence the development of rural people, and figures out two main obstacles, which are impercipience and imperfection of resource management.In building a new socialist countryside, rural vocational and technical education is supposed to lead the research and development of practical techniques and to bridge the way of application of production. Rural vocational and technical education develops kinds of training aiming at farmers, who would turn out to be intellectual persons of applied abilities. However, we find that rural vocational and technical education has not been exerting as expected, which will be adverse to future social construction.Therefore, it is essential to develop farmer education, taking rural vocational and technical education as the object of the study. It aims at solving the existing problems in the development of rural persons of applied abilities in Jilin Province, and correspondingly puts forward some workable countermeasures.This study researches reasonably from four aspects that are in dire need of reform and innovation. We consider they are to attach importance to the legislation for rural vocational and technical education, to increase investment to this field, to strengthen the self-construction of schools and to vigorously expand adult education_...
