Promoting the balanced development of the compulsory education is the essential embodiment of socialist system, and the realistic need to carrying out the Scientific Development View. It's also the inevitable requirement to implement the party's educational policy and to carry out the quality education. Since reforming and opening,the compulsory education in Hunan Province has made great progress in leaping development. It's coverage rate Nine-Year compulsory education popularization has reached 100%.However, generally speaking, the basis of compulsory education in Hunan Province is rather weaker, and there still exist comparatively large gap between different regions, city and village and different schools. As the compulsory education has been widely popularized at present, the standardization and equalization of the conditions and level of running school in compulsory education stage should be focused by government and social sectors ergently.Based on the strategic target of constructing harmonious society, the correlation theory on balanced development of compulsory education is described in this paper at first so as to grasp its theoretical supporting system.Then, the discrepancy of compulsory education in Hunan Province has been studied and analyzed by using large sum of statistics and survey data.The deep causes of the current situation of unbalanced development in compulsory education is also investigated in this part. Finally, by drawing lessons from the successful experiences of some countries in the world in advancing the balanced development of compulsory education, and combining with Hunan's provincial situation, some policy suggestions are proposed to promote the balanced development of Hunan's compulsory education from the following factors, namely renewing educational concept, investing more funds, enhancing the teacher troops development, narrowing the gap of running shool conditions, strengthening the support to economically underprivileged student group, developing modern long-distance education and enhancing the supervision and instruction in education.
