After the World War II,a higher vocational education system,including junior college,technical college and special training college,was gradually set up in Japan,which became the the Japanese model.According to the study on the development process of the Japanese higher vocational education and the relevant organization,the paper attempts to summarize the feathers and important status of the higher vocational education in Japan after World War II.The first chapter refers to the development of higher vocational education in Japan after the war,and divides it into a few stages in accordance with the chronological.The first stage is from the end of the War to the early 50s,it's the period to recover and reform.The Japanese government recoverd the vocational education on one hand,modeled on the USA to reform all-around on the other hand.Junior college was established,but the legal status was still not confirmed.The higher vocational education was advanced.The second stage is from the 50s to the middle 60s,it's the expansion period.More students were encouraged to study science and engineering,and more science subjects were offered.The educational law was amended to comfirm the status of junior college,and technical college was established to train middle-level technical personnel.The third stage is afte the 60s,it's the arrangement and diversification period.New avenues were opened up to provide the advanced study opportunities for the technical students.Special trainning college was established to train the ablity of vocation or daily life.The second chapter mainly summarizes the features of the higher vocational education in Japan after World War II. Fisrst,the vocational education was implemented in accordance with the law.A lot of laws about education were published after the war,the relevant education organizations were established according to the law,and the laws were strict and detailed,a lot of consultation was collected and agencies were set up to make sure the laws can be kept.Second,finance support the higher vocational education.The national college,the public college and private college were distincted,and different finacial systems were set up to support the different kinds of college.Besides, laws were published to make sure the finacial policy was complied.Third,make sure the qualified teachers were engaged.The higher vocational teacher must be qualified, and were engaged in different ways.The government provided refresher course and generous treatment for the teachers,to attract excellent ones to be teachers.Fourth,the target of the education is clear.The students should have the ability to practise the technique,and have the basic culture knowledge.Fifth,the system of higher vocational education was set up. Junior college,technical college,special training college are three different type and level college organization,they make up the system,which is dominated by private college,based on the market,and the three kinds of organizations compete with each other and develop at the same time.The third chapter introduced the status of the higher vocational education in Japan after the war.First of all,higher vocational education became a most important part of the higher education system.The higher education system were made up by college , junior college,technical college and special training college,and except the college,they all belong to the higher vocational education organizations,but they keep interactive communication with colleges.Then,the higher vocational education gave great impetus to the development of economy,The vocational education organizations are established based on the industry requierd,and adjusted themselves to fit the industrial structure,so they provided the adequate labor for the economy.At last ,the higher vocational education became the promoter for the lifelong learning society.They connected the self-develop and the lifelong learning society,open to the society in multiple channeis,then became an important promoter due to their conditions of human and material resources.The higher vocational education in Japan has its own character during the process of its development,and it can not be ignored with the status and roles in Japan'seducation,economy and society,and the successful experience can be a very good refernce to China's higher vocational education.
