Along with the advances of information technology and the arrival of the era of knowledge economy, lifelong education is quite important to enhance overall national strength of our country and to develop social individual. On the one hand, constructing the lifelong education system and learning society is favorable to improve the overall quality of the people, build human resources power and promote sustainedably develop-ing of economy, society and ecology. On the other hand, social individual can update the knowledge structure and enrich knowledge reserves continuously by means of lifelong learning, then to respond to challenges in future society. However, the traditional school education is difficult to meet this demand. In china, completing the construction of learning society still has quite a long time because of large population base all though higher education has entered the massfication stage while fundamental education has been popularized basically. Compared to traditional school education, distance education can play a greater role in the process of achieving learning social and lifelong education ideal without restrictions of time and place.Mobile learning is a new type of distance education mode. It opened up the new space for distance learning so that we can enjoy information services conveniently through mobile devices and mobile networks. Mobile learning has learners out of time and space constraints, and make it possible that everyone can learn autonomously in ac-cordance with his/her own need at any time or any place. The development of mobile learning is full of vitality. It will inevitably become the development trend of the future distance education.In this article, chapter I briefly introduces the source of the problem,the signifi-cance of the research, the present research status at home and abroad, and major contents of the research. Chapter II sets out the basic concept, the basic characteristics and the theoretical basis of mobile learning. Chapter III analysises the mobile learning environ- ment and builds a theoretical model of mobile learning system based on the theoretical basis of mobile learning. Chapter IV elaborates on the idea for designing the mobile learning system and designs the mobile learning system in the establishment of the cam-pus environment based on the common architecture and related technical support. Chap-ter V analysises the basic structure and the implementation pattern of the mobile learning platform. In conclusion, summery is derived.This paper gives full consideration to the theoretical foundation for developing the mobile learning and makes some innovation in the design process and the implementa-tion pattern of mobile learning. Since relevant domestic research datas are less and the access to foreign literature is also more difficult, the research has some deficiency yet and still needs to be further strengthened.
