The Rural Political Elite In The Tax-Fee Reform

This research is about rural political elite.By means of investigation on administers of the village,which is in the east of Henan province and with weak economic foundation profound traditional culture,we find that ,the first obligation of the rural political elite is revenue. The tax policy is different from 1990s to 2006,along with this ,the duties imposed on the rural political elite is different ,too. We study the political practice of rural elite ,we make the conclusions that The elite flows is a transition from the reborn type dominating to the circulation type dominating .we also find that the rural power structure experience a transform ,which is from solitary to multivariant .we come to the conclusion that the determinant to political practice of rural elite are these ,the political power strength that involved in the national tax-fee, the village inside living strength and the rural political elites'occupancy of social relation resources .
