With the popularization of higher education,higher education reform in our country begins to develop in depth.That is to say,they have been developing from the enlargement on scale to the improvement of quality.One of the main measure to improve the quality is the construction of safeguard mechanism of University Teachers.Since the expansion of enrollment in our country in 1999,the higher education in Hunan has developed rapidly and the scale of higher education in Hunan has increased swiftly.Now,higher education in Hunan is going to the stage of popularization.However, compared with the higher education scale and the speed,the teachers' quality of higher education is still comparatively backward. Especially,the outstanding problem is that the Safeguard Mechanism of University Teachers is not sufficient,which becomes a bottleneck preventing it from sustainable and healthy development in our province.It also will have bad influence on installing the strategy to build our province into a strong one through education.There are many obstacles and insufficiency in safeguard mechanism of university teachers in our province.It is mainly show that the material input on this mechanism is far from sufficiency;the intemal systems and measures of this mechanism is lack or not sophisticated;the educational administration objects can not play an cooperative role in this mechanism.This paper start with the contemporary survey on the Safeguard Mechanism of University Teachers in our province;analyzes the external environment of the mechanism,and points out the impact of economic,cultural,educational situation on the mechanism.On the other hand,It stresses that to improve the external environment also can contribute to the Safeguard Mechanism of University Teachers.In the second step,through the research on the construction of the mechanism in some universities in our province,It summarizes the achievements and points out the problems as well.Besides these,we can also learn from the experience in our brot erhood provinces which located in the central places of China.On the basis of this,the paper offers strategies and measures about it.The main points are as below:Educational administration objects from all levels should broaden the channels to gain funds in order to ensure the construction of the safeguard mechanism and enlarge the input in it.Perfecting the mechanism concerned,such as:teachers prediction system,educational teachers employment system,salary system,teachers training system,teachers rights and grievance system and so on.
