A Study On Mechanism Of Post Group Training Of Migrant Rural Workers

Migrant rural workers are the laborers who work in cities or outside agricultures but maintain their official status as farmers. The shifty of rural labor force to cities is the way of accomplishing the transfer of rural surplus labor, increasing rural incomes, reducing the earning gap between the city and countryside, maintaining social stability and achieving agricultural modernization. At present, the employment situations of the migrant rural workers illustrate that the migrant rural workers' employment rate in the city has a close relation with the quantity and the quality of the supply and demand of the migrant rural workers. But even when the contradiction of total supply and demand of the migrant rural workers mitigate ,the transplacement of the supply and demand still leads to the unemployment of the migrant rural workers.The unemployment of the migrant rural workers frustrate the shifty of rural labor force to cities and highlight the insufficient of educational and training. The educational and training insufficient results in that the overall quality of the migrant rural workers can't adapt to the requirement of the fast development of social economy. In certain sense, these are not merely economic issues but can have wider impact on the overall stability of the community as a whole. During the intense competition of the labour market, we must make the training have its own features, so it can get bright prospects. The responsibility of educating rural surplus labors can be undertaken only when strengthening the post group training of migrant rural workers to make the rural residents fit different positions, acquire more techniques and undertake many kinds of related occupations and make the migrant rural workers possess "the double dominant" in the labour market. This study covers five parts.The first part introduces the basic situation of the investigation and dissertates the living circumstances, learning needs and learning characters of migrant workers.The migrant rural workers who have made special contributions to the cities and countryside work and live as a special marginalised group. They show zeal for knowledge at heart and are starving for survival skills. But they are lack of guidance and services, the chances of contacting scarce knowledge and the skills of transfering to other jobs in reality.The second part analyzes the differences between the post training and the post group training of migrant rural workers. The post training emphasizes the direction of manpower requirements. It can't meet the changing demands of society with more flexibility and initiative. However the post group training is the integrating training model based on ability oriented and lifelong learning. It can adapt the changing demands of society with more flexibility and initiative. This part also discusses the significant practical significance of the post group training of migrant rural workers.The third part carefully studied the characteristics of the post group training of migrant rural workers. By characteristic is meant the differences from that of other trainings. This section discusses the objective, the course, the pattern, the mode, the content of the post group training of migrant rural workers.The forth part constructs training mechanism of the post group training of migrant rural workers. It consists of the safeguard mechanism, incentive mechanism and cooperation mechanism.The fifth part gives several suggestions to the education and training of migrant rural workers. It includes accelerating lawmaking, regulating the training market, enforcing transformation of training ideas, paying attention to the different levels of migrant rural workers' training, stressing the standardization of the post group training of migrant rural workers.The research tries to make further study as to the post group training of migrant rural workers from the training origin and the development. I hope it will be an aid to the practical training of migrant rural workers. According to the firsthand information obtained from the investigation, this article combines research findings by the scholars abroad and the theories and experiences about the training of migrant rural workers at home and tries to construct the effective model of the post group training of migrant rural workers.
