As a country with many ethnic minorities,there are a lot of cultural differences. While the curricula of schools in ethnic minority areas tend to be uniform,the mainstream culture rather than the cultural traditions and regional characteristics of the ethnic areas is reflected in the national curriculum,and moreover,the local curriculum also can not meet the needs of development of the students and ethnic mixed schools because of their own deficiencies.Therefore,in the school education of minority areas, we should take the cultural specificity of the students from different ethnic areas into account in addition to the implementation of national and local curriculum.Also we should develop suitable curriculum in terms of the local culture resources to ensure a better understanding and adaptation of our own culture.Accordingly,only when we pay enough attention to the development of school-based curriculum of ethnic culture can the school-based curriculum in ethnic areas reflect the characteristics of its own culture and the actual needs of students.School-based curriculum of ethnic culture is one of the ways to meet the special needs of education in minority areas.We can find from the fieldwork of the development of school-based curriculum in Youyang County that on one hand,education administrators and teachers recognize the value of developing ethnic culture and consider it worthy.And on the other,the actual development in schools is just at its beginning.The disjunction between thought and behavior lies in the following as the weakness of teachers' curriculum development theories,the deficiency of experience,neglecting of the importance of national culture, lack of fund,shortage of the flow and mode of localization development to conform to the actual situation of local ethnic minority areas and so on.In order to solve these problems and make the school-based curriculum in Youyang be in line with local cultural characteristics,the author carried out a detailed interview to the schools that are developing school-based curriculum of ethnic culture in Youyang County,made an analysis of the problem,inspected and then screened the unique cultural environment of Youyang region,summarized the reasons for the slow development of school-based curriculum of ethnic culture and at the same time put forward some tactics for further development which include increasing the protection and developing ethnic culture resources to ensure its richness,the all around training of the teachers to ensure solid theoretical knowledge and establishment of sound protection system to ensure the smooth conduction of the development of school-based curriculum.
