Countermeasure Research On Integrative Development Problem Of The Normal Universities

Integrative development in large scale of normal university in China started from the period of the pre-and post 1990's.Compared with the eastern developed regions, integrative development of southwestern normal university is lag behind. The reason is that the socio-economic development in the southwest is relatively backward. Normal university in the southwest is regarded as "bellwethers" among the local teacher education institutions, and has cultivated a large number of excellent teachers for the elementary education, and has made tremendous contribution to the southwest education. Meanwhile, with the integrative development of normal university, southwestern normal university taken as a local limited higher education resource is actively involved in cultivating applied talents which are needed by the local socio-economic development, and is playing a more and more important role.At present, reform and opening and western development is prompted in depth; teacher education system and higher education system remain in change; normal education itself accelerates the reform step; socio-economic developmental condition in southwest is relatively inadequate. Under these conditions, the problems existing in the integrative development are gradually exposed. Such as, it is lack of comprehensive power, and has imbalanced regional development; the level of southwestern normal university is low and its structure is irrational. Other than that, discipline categories cover a wide range, but its integration degree is not high; major distribution is complete, but its convergent is obvious; curriculum structure is irrational and the content falls behind the practical needs; it is difficult to introduce, remain and make full use of advanced talents; regional and structural characteristics of using efficiency about human resources is imbalanced. Furthermore, the founding resource is short and financing channel is narrow etc... Therefore, on the basis of analysis to the reason for the above problems, this paper combines with the reform tendency of the China normal university and the special reality of southwestern region, some prospective thoughts on southwestern normal university are given.In the first part, the development process of southwestern normal university is recalled and is divided into two periods: before 90s and after 90s.The integrative tendency and extend are described objectively.In the second part, from the perspective of statistical analysis, integrative development of southwestern normal university is investigated. The investigation is divided into four dimensions: school-running strength status, development scale and speed, situation of majors and disciplines setup and available resources. Based on related statistics, many problems existing in the integrative development of southwestern normal university are revealed.In the third part, aiming at these problems which are revealed by data statistics in the second part, the causes are analyzed from two aspects: development motive of normal university and the problem existing in the integrative process of southwestern normal university. It points that the above problems must be solved in order to get further development.In the last part, according to the current normal university's reform trend and special reality in southwestern religion, the development thought about southwestern normal university is explored. Such as, to establish school-running concept of normal university talent-cultivating localization; to strengthen the construction of teaching staff; to enhance the capacity of talent management; to promote the disciplines and curriculum construction with specific features; to enlarge financing channels; to improve the educational condition; to deal properly with the relations among reform, stability, innovation and development.
