With the development of learning society and reform of curriculum, schools have a common concern of enhancing teachers' professional development, of which teachers' learning community is considered as a vital carrier. How to conduct teachers' professional development? From the research at home and abroad, scholars pay more attention to its macroscopic theory and strategies but less to its operating mechanism. This essay starts from analyzing the background of developing teachers' learning community, the concept itself and its operating mechanism. On that basis, suggestions for high efficient operating are put forward according to the present situation in Xiuzhou Modern Experimental School. This essay can also be regarded as a thinking or reference for teachers' professional development in basic-level schools. It covers the following parts.The introduction part mainly discusses the research origin, purpose and significance, question and methodology. The research originates from the new requirement for teachers' education in the curriculum reform, which is known as a change from traditional school organization to teacher learning community. The analysis of related research at home and abroad reveals that improving operating mechanism is needed; the rearrangement of literature decides the research direction and further clarifies the research purpose, significance, question and methodology.The second part aims at defining concepts like community, teacher learning community and its operating mechanism, finding their theoretical basis and analyzing the features, functions and advantages of teacher learning community.The third part briefly introduces the teacher learning community in Xiuzhou Modern Experimental School. Then five operating mechanism (motivation, combination, excitation, control and guarantee) and their features and mutual relations are elaborated in detail.Through the investigation into factors of the operating mechanism, the forth part introduces the practice of teacher learning community in Xiuzhou Modern Experimental School. Factors that affect operating mechanism are discussed: the conservative notion of teachers, the contradiction between study and work, the obstacle from school organization, the utilitarianism of examination, lack of system and rules as well as the closed mind of teachers.The fifth part deals with features of high efficient operating of teacher learning community. To realize it, principles are put forward, known as respect and understanding, spiritual excitation, cooperating and sharing, leaders' changing and developing step by step. Suggestions on strategies are also proposed: establishing a people-oriented idea; leading teachers to change from spontaneous behavior to self conscious behavior; building a mechanism for teachers to share their knowledge; developing system for teachers' study and compensating; and the last but not least, bringing the model role of the school principal and leaders.
