Accountability has to do with effectiveness and efficiency. It means the responsibility to demonstrate that an organization has achieved certain ends,and responsibility to demonstrate that it has employed the most efficient means in achieving those ends. In the field of higher education, the accountability system as follows: the rational use of resources, to provide evidence to stakeholders, evaluation of evidence, cost and effect of factors such as improving the educational process. In recent years, the social expectations of higher education carry more and more social responsibility, higher education accountability in many countries has also become a hotly issue of reform of higher education.The practice of power of Higher education accountability in Australia comes from the national higher education reform and development. Its broad theoretical background and theoretical basis of neo-liberalism and new public management. Accountability system for higher education to become neo-liberalism and new public management under the influence of a specific measure, market-driven emphasis on accountability and performance. Higher education accountability of Australia not only to respond effectively to the demands of the stakeholders, but also to protect their own developmental needs of higher education. Higher education accountability in Australia provides strong protection to ensure the quality of Australian higher education, improve the efficiency and effectiveness of education and strengthening education policy transparency and the legitimacy.This thesis is divided into five parts:Chapter one introduced the development of Australian higher education accountability on the order of time,and from the Australian political and economic, political and higher education in Australia for their own development and changes of the four factors for analysis. Chapter two introduced the implementation of the Agencies and function of higher education accountability of Australia from the state and the federal government and non-profit social organization at two levels of the higher education accountability of Australia. Then analysis the function of higher education accountability of Australia.Chapter three focus on the implementation of accountability in Australia higher education. The implementation of the accountability system includes performance reporting,accountability framework,audit and assessment.Chapter four used the University of Melbourne as a case, use of case studies on University of Melbourne accountability from the purpose of accountability and implementation of a comprehensive analysis.Chapter five analyzes the characteristics of accountability in Australia higher education and finds the issue of accountability. Through an analysis of previous chapters,Chapter five sum up the characteristics of higher education accountability of Australia. And it also reveals the existing problems, lead to the provoking of the establishment of higher education accountability in China.
