Accountability has to do with effectiveness and efficiency. It means the responsibility to demonstrate that an organization has achieved certain ends,and responsibility to demonstrate that it has employed the most efficient means in achieving those ends. In the field of higher education, the accountability system as follows: the rational use of resources, to provide evidence to stakeholders, evaluation of evidence, cost and effect of factors such as improving the educational process. In recent years, the social expectations of higher education carry more and more social responsibility, higher education accountability in many countries has also become a hotly issue of reform of higher education.The practice of power of Higher education accountability in Australia comes from the national higher education reform and development. Its broad theoretical background and theoretical basis of neo-liberalism and new public management. Accountability system for higher education to become neo-liberalism and new public management under the influence of a specific measure, market-driven emphasis on accountability and performance.
