For higher education accountability system must follow the principle of unity responsibilities, statutory and transparency.The accountability system for higher education has an important theoretical and practical significance. However, the soil of accountability system that sustains in our country is not ripe. There are many kinds of difficulties in the establishment of accountability system. Such as: cultural backwardness; Lack of accountability supporting systems; University autonomy and responsibility incompatible. The reason for these problems is: "official position" concept has led to lack of accountability awareness; rigid higher education system and the system of universities drawback the implementation of the accountability of higher education.Those measures should be taken: for our society, to cultivate a culture of accountability and create a good social atmosphere of accountability. To achieve the following changes: from official standards-based transformation to the people, from responsible for the shift to the public, from the public indifference to public participation; for our country, must provide condition guarantee for the carrying out of higher education accountability; for college , actively promote the practice of accountability: such as to establish system of clear delineation of responsibilities, to strengthen the building of the open information system, to meet the right to know of the accountability main, to improve and strengthen allograft accountability system, for the diversification of the accountability system, at the same time universities to further the development of information and data resources system for the smooth implementation of the accountability system and provide technical support.
