What are the high-quality teachers? How to cultivate the high-quality teachers? Who can do 21st century education? All of these are the problems that gain our widespread concern.As for the questions of the teacher's quality, first of all, it should be the problem of standard. The teachers' qualification certification system in our country is lack of standards in its implementation process and lack of the well-defined standard to the professional quality of the PE teachers. There is no standard, there is no yardstick to measure and then there is no test on the teachers' professional level. Thus eventually we will lose the guarantee on the quality of the teaching profession and heighten of their abilities. To ensure the implementation of the quality of the teaching profession, there is a necessity to develop teacher standards.The implementation of new curriculum standards and the issue of the 7th document of the State Education Commission both put forward higher requirements for the PE teachers in primary and secondary schools. What's more, the professional development of teachers is the current hot spots for educational research and the professional qualities of teachers are the basis of the professional development of teachers. Though the current professional research mainly concentrates in the outstanding teachers and the study of excellent teachers, not every teacher can become the best teacher.A considerable number of them are capable of performing the work of being qualified teachers, and for this part, there are a very extensive study abroad. Besides these, there is no an independently PE teacher qualification standards in our country, but we can sense it's implicit in the teacher education curricula sports. However, this so-called standard is carried out from the following four aspects: whether have the identities of Chinese citizens, ideological and moral conditions, qualifications and conditions of education and teaching ability and so on. There are concrete rules on the teachers' qualification, education background, the level of Mandarin and their physical condition in the Teacher Qualification Standards, however, for the teaching profession that must have, such as the rules on the compulsory disciplines and education programs as well as teaching ability, all of which are not made specific provisions.
