Secondary vocational education,together with compulsory education and general higher education have become nowadays the three main different educational systems in China.They are indispensable and complementary to each other.The revision of Compulsory Education Law (2006) and comprehensive sponsor system including scholarship,loan,subsidiary,stipend,and allowance which are carried out in general higher school recently,shows obvious attentions to compulsory education and general higher education from government;while secondary vocational education shows its self-surviving efforts due to decreasing student numbers.The grant-in-aid system to secondary vocational education can hardly catch social attention within quite a long period.A report stated in Xinhua News Agency on July 9th,2007:"From the autumn semester this year, a new grant-in-aid system to the students coming from impoverished families in the secondary vocational schools will be carried out.Each student receiving grant-in-aid will receive the monthly grants in the bank card opened in the students' name by respective schools." Consequently,the Interim Regulations on Management of State Scholarship of Secondary Vocational Schools was hereby promulgated,which became the legal basis for the operation of national grant-in-aid system.The state grant-in-aid system for secondary vocational schools, predominated by government,preludes a new stage of vocational education grant system.The grant-in-aid which was carried out before was just school-wide and individual policy including postponement,reduction or remission of fees,"Green Passage",donation from the enterprises and trades,and the aid was based on a very limited scope and was from humanitarian.For students,the possibility and opportunity of getting the aid in a certain semester was not a legal right.The new grant-in-aid applicable in secondary vocational schools is subject to governmental financial budget and with 4 steps including application with filled forms,school level review and public summons,allocation.The application and review is carried out annually while allocation is carried out monthly.Therefore,the grant-in-aid scope is expanding with increasing standard. The grant-in-aid is characterized with public finance oriented which is favorable to change the current contempt on secondary vocational education,and to attract more students to secondary vocational schools and to expand the vocational education.The new system is a profound and important revolution on the idea,conception and model of vocational education with the combination of work and study,and apprenticeship and practice.Of course,any new system can go with some resistance and limitation.Policy design and application are with good purpose.What will happen in practice is beyond the designers' prediction.Had been put in practice,the aid system showed the conflict with receiving aid and receiving education,and the practical conflict with the process of auditing,and with the allocation standard,and the conflict on mentality of the students who receive the grant-in-aid. Furthermore,the aid system involves a series of social problem,such as the students with the possibility and opportunity to receive aid can't apply due to lack of ID card number,or due to same ID card number with another person,or due to inconsistency of name as a student and that in the household registration,or due to terrible poverty prove,and so on.In the process of administering any policy can be found conflict continuously,which will be solved by the method which collects most personal brightness,so does the secondary vocational schools aid system.We should perfect Vocational Education Law of China,which gives the aid system the legislative safeguard.Two years later,the Aid Interim Regulations should be carried out with detailed rules for implementation to deal with the complex in practice.What's more,we should improve system and open up more aid channels.The article is just based on this consideration to solve the potential conflict and to break through the harassment of limitation.
