In the era of knowledge based economy, with the advance of science, technology and society, the competition for the talents becomes fiercer. The quantity and quality of high-quality talents has become an important indicator to determine the comprehensive national power. The teaching and research human resources are the most valuable and important strategy resources in hi-education. So the team construction of the teaching and research human resources in hi-education is the key factor of the sustainable development of universities in the future. The allocation optimization of teaching and research human resources has a close relationship with whether universities could build a high-quality teaching and research team that develops toward modernization, the world and the future, which is still the main research topic in Chinese universities.On the basis of theories of human resource allocation, and performance management and performance evaluation, the comparative research on human resource allocation and work efficiency at present in hi-education were discussed. Furthermore, the demand and supply prediction models, and the team efficiency evaluation models were built by goal programming method, Markov transfer probability matrix method, the method based on control theory and data envelopment analysis (DEA) method. In addition, the teaching and research human resources in TD University were empirically researched, the models were solved and the results were analyzed. In the end, the system of allocation optimization of teaching and research human resources in hi-education was constructed and the related countermeasures and suggestions were proposed for overall optimization in terms of total quantity and quality of allocation.In this paper the exploratory research were concluded to the following innovative results:(1)As the preconditions and methods of the allocation optimization of human resources, the prediction of allocation of the teaching and research human resources in hi-education were systemically analyzed.(2)As the core platform of the allocation optimization of human resources, the methods of team efficiency evaluation of teaching and research human resources in hi-education is preliminarily discussed.(3) As the reference of theory and method, the system of allocation optimization of the teaching and research human resources in hi-education was established and the pertinence countermeasures and suggestions were put forward.
