With the popularization of higher education, the scale of higher education in central region is rapidly expanding. The problem of resources shortage is more and more serious and the prominent contradiction of education resources between supply and demand is increasing. The increasingly prominent contradiction of education resources between supply and demand restricts the higher education healthy development of central regions. According to the current situation of allocation of resources in central China education, the important measures to solve the shortage of higher education resources in central China is that we improve the efficiency of higher education resource allocation. Higher education resources is higher education quality and the size of the precondition the central area, and it's also the strategy implementation of talent input security in "rise of central China".In this paper, the ordinary higher education resource allocation efficiency in central region research has certain theoretical significance and practical significance.According to the basic theory of education economics, this paper synthetically uses the combination of theoretical analysis and empirical analysis and comparative analysis to study the higher education resource allocation efficiency of six provinces in central China. First, this paper expounds the basic theory of higher education resources allocation efficiency. Next it describes the current situation of the input and output and the distribution of higher education resources in central area. Then it uses DEA method to evaluate the efficiency and analysis projection of higher education resources in central China. What's more it also central and examine the factors affecting the efficiency of higher education resource allocation. At last, the research summary conclusions and put forward to the corresponding policy recommendations.In this paper, we can summary three conclusions.(1) During 2007-2013 in the areas of central China the human, material and financial resources of higher education showed a trend of increasing year by year, and the number of students and scientific research was increasing of higher education. But the input and output of provincial gap in central region of higher education resources was widened.(2) During2007-2013 in the areas of central China the higher education resource allocation efficiency showed generally "U" type fluctuations. The reasons that the central region of higher education resources allocation efficiency level is not high are not only the technical factors but also the causes of scale factor.(3) By the tobit regression analysis method, we can know that regional economic strength and the scale of education funds investment for higher education efficiency value assume the inverse correlation, but the effect is not significant. Education funds and the higher education resource allocation efficiency value are positively relationship. Teaching level and the higher education resource allocation efficiency value are positive correlation.In this paper, the main innovation points:(1) Using 2007-2013 input and output of the six provinces data in central higher education resource, this paper not only uses DEA model to analyze the six provinces allocation efficiency of central higher education resources but also uses Tobit regression analysis to explore the influence factors of efficiency.(2) Index selection. The choice of Input index selection considersthe input index of quantity and quality. The choice of output index selection is not only a direct output indicator but also the effect of output indicators.
