With competence becoming a focus on research of management psychology, its fruit has extended to practice of management and development of human resources. Some domestic scholars' researches of competence and competence as university counselors reach a fairly lot fruit in recent years. The research of university counselors'performance management based on competency model can offer beneficial reference foundation on research of development and management of university human resources.In this paper, the researcher adopted literature analysis method, functional analysis method, performance method, situational approach, and Delphi method and questionnaire survey to induce university counselors'competences. By means of SPSS13.0 and AMOS4.0, the researcher constructed university counselors'competency model. Adopting expert evaluation method, the researcher obtained every competence weight of this model. On this basis, the researcher established the performance management mode of university counselors based on competency model. At last, this study elaborated application preconditions and considerations of this mode. The researcher got the following conclusions:University counselors'competency model is composed by four dimensions, which are working attitudes, values, working abilities and personal charisma. Dimension of working attitudes includes understanding and respect for students, professional loyalty as well as sense of responsibility. Values dimension include political quality, principle, self-reflection and cognitive ability, dedication and sense of teamwork. Dimension of working abilities include innovation guiding capacity, psychological counseling capacity, organizing and managing capability, observing and identifying ability , communicating skills, ability to guide students career planning, learning ability and strain capacity. Dimension of personal charisma include affinity and other personal charisma.The performance management mode of university counselors based on competency model include five stages, which are performance planning stage, performance implementing and managing stage, performance evaluating stage, feedback stage and the stage of application of performance management results.In the stage of performance planning, competence development goals should be unified into performance objectives. In the stage of performance implementation and management, performance monitoring and competence inspection should be unified. In the stage of performance evaluation, competence descriptions and performance appraisal indexes should be unified. In feedback stage, competency analysis and performance assessment results should be unified. Performance management results are applied in three aspects. First, they offer foundations to competency development and training. Second, they offer foundations to adjustment of performance objectives in the next cycle. Third, they offer practical experience to the improvement of performance management system.The implementation of the performance management mode of university counselors based on competency model needs the following preconditions: first, constructing a human resources management system based on competency model. Second, shape the competency-based organizational culture. Third, establish a learning organization. Fourth, implement management by objectives. To implement the performance management mode of university counselors based on competency model, we should take three considerations: the effectiveness of competency model of university counselors, persistent communication, appropriate proportion between competency and performance.
