For a long time, the majority of our secondary schools follow the "President's Office - middle - grade" Three-Level management model. As a product of the planned economy, the management model has played a huge role in Chinese education, particularly in the development of secondary education. However, with the continuous development of basic education, the demand for high-quality educational resources from people has become stronger and stronger. Some famous secondary schools make use of their own brand advantages, plus the combination with some average secondary schools, so dozens of large-scale secondary schools characterized by tens of, even hundreds of classes within it gradually appear. Chinese secondary education begins to enter an age of large-scale education. In this new situation, the majority of secondary schools still use the three-level management, with excessive levels of school management, a large number of intermediate links, which may easily lead to slow feedback, poor work quality etc, and conflicts between teaching and moral work, grade committee and traditional function department gradually turn up. In such a mode of management, it is possible that the school may highlight administrative affairs rather than education and teaching affairs. Grade committee, as a main part of teaching activities, due to the lack of clear responsibilities, couldn't carry out work well, badly affecting work performance.Management practices at home and abroad tell us work efficiency could be improved through adopting the model of flat management. Colleges adopting the flat management style mostly do well in improving work performance, encouraging staff, as well as inspiring management potential. However, we find fewer materials about this kind of management model through searching lots of documents. This article tends to explore the adoption and effects of this management style in secondary schools especially large-scale secondary schools through analyzing"Two Level"management practice in Xinhai Senior High School in Jiangsu Province, plus possible problems and solutions.The main findings:1, the implementation of secondary school management model will help improve the performance of school management;2, attention to the selection of grade committee director;3, attention to handling balance among different departments;4, additional human resources department to co-ordinate the development of teachers.
