[Introduction] With the rapid development of the transportation industry, road traffic accidents occur frequently, and the damage it causes has become a threat to human health and a significant issue of public health. In order to prevent and reduce the occurrence of traffic accidents, scientists have brought forward a set of methods called Four E after years of study and practice. They are Engineering, Enforcement, Education and Emergency Medical Services, among which road traffic safety education is the decisive factor in the promotion of the social awareness of traffic safety and the prevention and reduction of traffic casualty.[Objective] To construct a road traffic safety education plan for primary school students in Chongqing on the basis of an inventory survey on the road safety education for primary school students in Chongqing, and a fundamental conception formed through the combination of pedagogy with psychology.[Methods] An inventory survey was carried out and an education plan was constructed mainly through the method of cluster sampling including procedures of questionnaire and expert consultation. All the data collected were input with EpiData 3.0 and processed with SPSS 11.0.[Results] 1. In the inventory survey of safety education, the traffic safety knowledge acquired by the primary scholars in Chongqing scored only 70 (P50), whereas the traffic safety behavior scored much higher at 98 (P50). 2. The result of the expert consultation indicated that in the organization and implementation of traffic safety education, the responsibility each section in the society shared should be ranked as school, traffic administration, family, social community in decreasing order, and the effectiveness each educator imposed upon should be ranked as specialized educator, school teacher, traffic police, and parents in decreasing order. 3. As for the education plan, 90% of the indicators were identified with by experts and proved to be scientific and reasonable. [Conclusion] For the first time, the status quo of road traffic safety education for primary scholars in Chongqing is described systematically, the road traffic safety education and teaching plan is established from the aspects of education goal, education content and education methods, which provides a reference to the future compilation of teaching materials on road traffic safety and implementation of related teaching process.
