Moreover, the study on different types of the colleges, especially special types, is neglected in some degree. The paper selected the devolved colleges as the objective of the research. Methods used in the research are variou, such as documentary analysis, individual interview, questionaire, comparison and so on.In the second part, it introduces the change of incentive mechanism in devolved colleges. The characteristics of military colleges and their teachers determined their management and incentive mechanism. In the military colleges, physical incentive isn't enough, coverage of incentive policy isn't wide, supporting polices of incentive isn't powerful and the evaluation mechanism is not powerful as well. After the devolving, on one hand, the teachers'role and mind changed a lot, which reflected in many ways. Their self-consciousness is stronger, concept of value is more independent, sense of achievement and physical demand is stronger. On the other hand, the devolved college is affliated by civilian government instead of State Military Commision, which makes the management and incentive mechanism change correspondingly.In the third part, it presents the situation and the existing problems in devolved colleges. Firstly, we analyzed the results of the questionaire made among the devolved teachers, pointing out the situation. For example, the mechanism isn't flexible, concept is out of date, level is low in management. Moreover, there are some problems in the employment, wages, research fees, rewarding policy. In all, it is significant to understand devolved teacher's demand and the problems of incentive mechanism in order to improve the incentive mechanism. in the fourth part, it takes Jilin Medical College as a case to study. It presentsthe background and situation at the time of devolving. The college made some incentive reform plans in wages, welfares, research, training, reward in order to improve the teacher's management. After the four years of practice, the college teachers are more knowledgable, active and capable, the graduates are more popular in the society. However, there also exists some problems. The policies aren't well-connected, policy making is a bit sluggish, the concept of classes and privileges also exist in the governers. Jilin Medical College is trying to train excellent teachers by establishing the proper and scientific incentive mechanism. Her experience in the reform is a model for other devolved colleges.In the fifth part, some suggestions about improvement of incentive mechanism are put forth.
