On The Construction Of The Long-asting Mechanism Of Student Loan Of Colleges And Universities

With the higher education of our country pushed forward into popular education and the reform of the policy of the charges of higher education, the number of the students who have financial problems becomes larger and larger, students have financial problems at colleges and universities which has become the public focus of all social circles. The policy of loan for students of colleges and universities which is an important strategic decision made by the Communist Party and the State Council of China to prosper the country through science and education, speed up training men for profession and especially help students whose families have financial problems to support them to complete their higher education. Since 1999, the policy has become an important and effective way in the system to help students financially. Nevertheless, along with the widespread practice of the student loan at colleges and universities, the problems between the policy of the loans for students and the business of banks appear. The ratio of breaking contracts between banks and students who loan money for their education is high, business banks who spare loans for students are common and the irrationale problems of the structure of credits and loans are revealing. On the basis of these facts, it is of great theoretical and real significance to analyze the mechanism of the student loan of universities and colleges which loses efficiency, and probe into and improve the effective mechanism of student loan. Under the guidance of the policy and related theory of student loan of colleges and universities, applying Game Theory and analytic hierarchy process, the present situations and main problems of the student loan of colleges and universities of our country are studied, the mechanism of the student loan which has lost efficiency, i.e. the risk games being played between the related subjects of the interests, short of the system of effective evaluation of credit and the defect of the regulations of the student loan have been studied in this paper. Then, on the problem how to build the long-lasting mechanism of the student loan of the colleges and universities of our country, this paper has put forward the policy and law system on the student loan which clarify the right and duty of the participating subjects so as to strengthen the controlment of the risk of the student loan, construct the evaluation system of individual credit, try hard to build a social environment in which everyone keeps faith and truth with others.
