Primary and secondary school music education is the component of the ordinary school music education. It arouses a broad scope of researches, including the practical activities of music education in the history of human education. Urumuqi is the capital of Xinjiang. Its development in primary and secondary school music education is typical in the area. This article summaries and analyzes the development of primary and secondary school music education in Urumuqi in the latest 50 years after the founding of China, and aims to provide certain references and suggestions to Xinjiang music education development and construction.The primary and secondary school music education involves many aspects. This article focuses on aspects as education laws in different periods and regulations, music faculty, music teaching, extracurricular music activities, running-school conditions etc. in the research of Urumuqi ordinary school music education.The article is composed of five parts:Part one is the outline of Chinese School music education after the founding of China. The appearance and development of local music education is based on the larger background of the national development of the society and the education. This part introduces the macroscopic development vein of school music education after the founding of China.Part two focuses on the development of Urumuqi primary and secondary school music education from the founding of the nation to the eve of"Great Cultural Revolution"(1949-1966). This period is the preliminary development of the Urumuqi primary and secondary school music education. Based on massive documents, laws and regulations, the author interviewed several singing masters of the older generation who have made contributions to Urumuqi school music education, in order to make an objective and comprehensive record of the primary and secondary school music education in Urumuqi of this period.Part three deals with the development of Urumuqi primary and secondary school music in the period of"Great Cultural Revolution". It was a time the Urumqi primary and secondary school music education experienced a devious development. The aesthetic education was denied equally with other educations. The school music education was seriously damaged, and the music education was turned into the tool of the political propaganda.Part four talks about the development of Urumuqi primary and secondary school music education after the time of reform (1978-2005). It is the reforming time in the development of Urumuqi primary and secondary school music education. With the vigorous development of the national education, Urumuqi primary and secondary school music education has established routine music teaching gradually with the teaching as the center according to the national teaching plan. Especially after 1993, Urumuqi ordinary school music education has witnessed an unprecedented prosperous development.Part five focuses on the questions which exist in Urumuqi primary and secondary school music education of each period and provides the idea and suggestions for the future development.
