In the trend of education reform of the new century, the national culture, as an important part of training students, has drawn more and more attention from the field of education in every country. It has become an important international music education trend to attach importance to the folk music education. In recent years, China's folk music education has acquired further development. In 1998, Vice Premier Li Lanqing recognized the development of folk music in his speech " To contribute to the further prosperity and development of our fork music ". He also put forward a request, "We should strengthen the training of folk music talents, theoretical study and the popularization of folk music education." Currently, the revitalization of our folk music education has become a national topic.Combining education ideas of the new curriculum standards, the author studies the topic of how to develop folk music education in our primary and secondary education, clarifies the meaning of folk music education, and especially in the relationship of the folk music education and school music education, emphasizes the role of music education.It is essential to implement folk music education in primary and secondary education. Iin the questionnaire for the students in primary and secondary schools, we can see its developments: only 22--30% students like folk music, 7--27% students like native music, 13--23% students interested in drama, and 13--18% students like Peking Opera. Such a situation are caused by ideas, school music teaching problems and social reasons. In light of this situation, the article also highlighted the importance of implementing folk music education in primary and secondary schools. Folk music education in schools not only strengthen students' national consciousness of self-esteem, self-respect, self-strengthening, but also help the students to understand the traditional culture of the motherland, to raise national quality and to cultivate national aesthetic values. Through classroom training, we can give students national pride and develop students' practical ability. Music education in primary and secondary schools embodies the basic concepts and requirements of new curriculum standards in promoting national culture.In the teaching practice and research, I realized that if we want to implement folk music education in primary and secondary education we must resolve the following problems perfectly well, (1) to establish a correct idea in the national music culture and the music education. We must correctly treat China's national music culture and have dialectical development vision forour music culture, and foster the self-esteem of ethnic music, and educate students to respect the culture and instill a sense of national pride in them;(2) to establish the dominant position of a national music culture in primary and secondary education. Through the introduction, excavation, the rational use of cultural resources, we should compile systematic folk music teaching materials, establish corresponding teaching methods of national music, and establish the status of national music culture.;(3) to build a new type of music teaching mode. In folk music teaching, in addition to choose some reasonable teaching modes, we must build a new type of folk music teaching mode under the guiding of the new curriculum standaids, which will promote the revitalization of folk music education so that primary and secondary students can love and accept it and folk music can achieve its heritage value;(4) to create a good atmosphere and environment for the music education. Through social environment, school environment, family atmosphere impact, we can educate students to love music and cultivate interest in learning music. (5) To establish a strong force of the music teachers. As a high-quality folk: music teacher, he must have a ideology that folk music occupies dominant position in his mind, apply new ideas to teaching folk music, has innovation and is able to research folk music theory, and shoulder the duties of promoting local music culture. Only such innovative folk music teachers make our national music education flourishing and constantly grow up.In short, implementing the folk music education in schools is an important way to promote our national music culture. To develop our folk music education, we should study more issues about its development, contributing to promoting our national music and the transmission of its cultural value.
