As a significant strategic decision launched by the Central Committee of the Communist Party of China and the State Council from the perspective of overall situation and of strategic consideration, guiding college students to work in grass-roots units is a fundamental way to solve the problem of structural conflict in the employment of college graduates and the only way to train a generation of promising young people. Normal major graduates constitute a special group among college graduates, and their employment should be mainly oriented at grass-roots education. Therefore, it is of great significance in guiding normal major graduates to work in grass-roots teaching institutions or some other related positions. In a province of large population like Anhui, which is located in the middle of China and is relatively backward in the development of both economy and society, the employment of normal major graduates in grass-roots units has become an important measure in the implementation of strategies like "Revitalize Anhui through Science and Education" and "Make a Powerful Province by Talents". Through putting the development of education as the priority and making efforts to improve the overall quality of the whole people, the pressure of large population in Anhui Province will be converted into advantages in human resources, thereby guiding and supporting the great-leap-forward development of economy and society of the province, and building an all-round Xiaokang society as well as providing powerful human resources guarantee and intelligence support.This thesis defines the narrow and broad connotations of graduates employment at grass-roots units and the great significance, and it's necessary for building the Harmonious society, for the development of the grass-roots units and for youth training. Also, this thesis gives a commentary summary of the actual supply and demand situation of the job market, the situation of normal major graduates employment at grass-roots, and the recent measures of it; analyses the policies, the working mechanism and the existing problems in views and abilities of job seeking of normal major graduates employment at grass-roots. Through studying, obtaining the view that the phenomenon that is called "Difficult to Work in the Grass-roots, Difficult to Stay in the Grass-roots and Difficult to be Promoted", the fact is that many grass-roots schools, especially schools in the rural villages and towns in the north regions of Anhui Province are still in urgent need of teachers, particularly high-quality teachers, and meanwhile, "No Working Positions" and "Unwillingness to Work in Some Positions" still coexist in the employment of normal major graduates, are co-existence.With the normal major students in Anhui Province as the major research targets and the application of a series of approaches such as social survey, document archiving, observation and induction, this thesis puts forward the solution. Meanwhile, suggestions and solutions are put forward in the four following aspects: further effort in providing policy support, cultivating of health atmosphere for the employment of normal major students at grass-roots education institutions, perfection of the employment market for the employment of normal major students at grass-roots education institutions and the mechanism of "Evaluation before Employment", deepening of education reform and perfection of employment service system by colleges, and the establishment of ideology of employment at grass-roots education institutions as well as the training of ability of working at grass-roots education institutions, which are all oriented at promoting the employment of normal major students in grass-roots education institutions and constructing healthy cycle as well as long-term mechanism for the employment of normal students in grass-roots education institutions.
