A Study On Russian Higher Education Financial Policy And Its Implementation

After disintegration of the Soviet Union, Russia had great revolution on higher education to make it more suitable to the new political and economical system. As for higher education financial system, Russian government was forced to make some changes because of inadequate government budget. Higher education was no longer financed only by the federal government, but also by regional governments, societies, universities, students and their families.The study focused on Russian higher education financial revolution, analyzed the Russia higher education financial policy in view of theory ground of policies, policy making and policy implementing, etc. The paper was divided into five chapters. Chapter One outlined of the context of Russian higher education financial culture background as well as the international environment of higher education finance. Chapter Two introduced the various higher education financial policies during different periods, illustrates the practice of higher education finance through detail data, and also concludes how the financial policies effect the development of Russian higher education. Chapter Three showed different models of universities raising fund through cases study. Chapter Four gave a full understanding of GIFO experiment. Chapter Five evaluated Russian higher education financial policy and make some comparisons between Russia and China.In this study, the author used the methods of literature research, statistic analyze, cases study and international comparison. With extensively making full use of the existing references, the study made a vertical study of Russian higher education financial policy.
