The Fifth Plenary of 16th Party Central Committee proposed that building a new socialist countryside was a major historic task in the process of China's modernization and was the most important task for whole Party during the period of "11th Five-Year Plan", also was the practical requirement to construct harmonious society and solve the "Three Rural Issues". To build a new socialist countryside, it is necessary to develop modern agriculture, improve agricultural production capacity totally, accelerate the adjustment of agricultural structure and transformation of the mode of growth, increase the farmers' incomes, and make the rural economy prosperously. The key of new rural reconstruction is to cultivate new farmers, develop rural education, and improve the quality of peasants. In the view of rural educational situation and requirement of new rural reconstruction, the system of rural education in our country doesn't adapt to the development of rural education. It's urgent to innovate and complete the rural education system. With the theory of the economics, pedagogy, management, this article deals with the rural education by some approaches such as combinational analysis of qualitative and quantitative, theoretical and practical analysis, comparative research, and comprehensive appraisal.The first part introduces research background, significance, development and subsistence space, approaches, basic thinking, main innovation and deficiencies.The second part crystallizes the correlated concepts in the context, elaborates the meaning of the new rural reconstruction, and makes a new explanation for the rural education.The third part demonstrates the necessity to develop rural education in the course of new rural reconstruction through analyzing the function, situation, problem and reason of the rural education.The fourth part summarizes the effect, experience and enlightenment to our country of the foreign rural education development, such as the United States, Japan, Holland and South Korea.The fifth part proposes the strategies about the rural education development.This article analyzes the above-mentioned problems, and puts forward the conclusion that the development of rural education should adopt the following strategies: to complete the management system of "country-based", reform the educational investment mechanism, strengthen the judicature safeguard of rural education, and innovate the schooling system, implement "the co-ordination of three kinds of rural education".
