The headmaster's responsibility system carried out in public school in China has changed some malpractices of school leadership system, such as the blending of party and government politics; nobody taking charge for any responsibilities; shuffling each other and so on. Meanwhile the problems in the headmaster's responsibility system have been known during the process of practicing. One of them is the abusing of rectories power without any supervisions and restrictions. The abusing of rectories power has brought very bad influences to the school administration and education enterprise. These days the headmaster's supervisory organizations inside and outside public schools include superior educational department, school party branch, teacher congress, patriarch committee, etc, which have not exerted good supervisory effect. The malfunction of these supervisory organizations makes the headmaster's responsibility system be headmaster's authority system, leaving some systems to exist in name only. Some headmasters like twiddling with power, hegemony, so that the power becomes emporium without any restrictions, and corruption happens often. In order to analyze the real reasons of the disabled headmaster supervisory system, the writer applies Game Theory to analyze it, because we can look upon the supervisory actions of these organizations and headmaster's getting out of line as a kind of Play Game Incident. When supervision happens, different main supervisory bodies will choose corresponding supervisory actions according to their own number one. Meanwhile headmasters will also choose their actions to change their ways of getting out of line based on the actions of the supervisors. So the Theory of Game can help us to analyze the headmasters'getting out of out of line and the supervisors'actions from an open and mutual visual angle, to know headmaster's strategies , to optimize supervisors'strategies and to offer methodological bases for establishing reasonable and effective public school headmaster supervisory system.The thesis includes four parts. The first part is the guide part, which introduces the intention of the thesis, the correlative fruits in the domain and the research way and means in it. In the second part, the writer explains the principal supervisory system in China now and the phenomena of headmaster's abusing power under the practicing supervisory system. The introduction about the Game Theory is in part three, with the main task of analyzing. After introducing the theory, a analyzing model is made to help to analyze the practicing supervisory system. In the last part some countermeasures about how to consummate the headmaster's supervision system are brought forward.
