The headmaster's accountability system is a new supervision system for the treatment of the malady of the headmaster's responsibility system, based on the integration of the theories of educational accountability in the USA and the administrational accountability in China. The malady of the headmaster's responsibility system lies in the three as uncertain power and responsibility between the headmaster and the party secretary in the school, unequal power and responsibility for the headmaster and the two imbalanced responsibilities for the upper administrative leader and the teachers, the parents and the stakeholders. The malady above individually results in overlapped power and responsibility between the headmaster and the party secretary; lack of enough supervision and uninformed emphasis on the upper leaders and on the teachers, the parents and the stakeholders, which accordingly leads to the vague political role of party secretary in schools, the random use of power of the headmaster and the concerning of the upper leaders more than the teachers, the parents and the stakeholders. To overcome the malady above, we have to establish a new complete system-the headmaster's accountability system as complement and perfection of the head master's responsibility system.This new system refers to a supervision system in which the headmaster with particular power, should, relying on the staff, be accountable to the public for fostering students with good achievements in efficiency, or the headmaster will be impeached for his poor performances. This means the headmaster will be supervised under the condition that he or she be empowered fully. In essence the headmaster accountability system means the balance of power and responsibility on the part of the headmaster, of the educational leaders, of the teachers and of the parents and the community representatives.
