With the completion of popularization task of our compulsory education ,the problem of harmonious development is becoming more and more important .The problem of popularization in compulsory education is how to let children of school age all go to school ,however ,the problem of the harmonious development is how to let them go to good schools . The harmonious development in compulsory education is one of another historic problems after realizing the popularization in it . During the long time , the resource deposition,the development level during the urban and rural, schools and social groups have clear differences . The unharmonious development not only affects the social fair, but causes the messy charge , school selection and soon . These hinder the sound development in our education cause . The compulsory education regards as one of the government pare public products . The fairness must be one important principle . The harmonious development is not only an important content but also a premise and base in realizing the compulsory education.The paper intends to the quality and quantity of the compulsory education that the children of school age can receive . In macroscopic aspect it can include three harmonious aspects : the harmonious compulsory education of urban and rural , the region and the social groups . In microcosmic aspect, if we want to realize the harmonious compulsory education between schools , the condition of managing schools , the teaching level , managing level, education quality must be the same.The reason to cause our country's unharmonious compulsory education development is the following , the first one is that the total investment in compulsory education is limited This is the important reason to cause unharmonious compulsory education between schools in different regions ; the second one is that there is no unify of compulsory education managing system . This is the main reason to cause unharmonious compulsory education between the urban and rural . The third one is that each regional economical development is imbalance . This is the main reason to cause the compulsory education development between regions . The fourth one is that the social development is imbalance . This causes difference social groups to receive imbalance compulsory education.The paper raises six systems of harmonious compulsory education development based on the theory analysis and practical study : the first one is unified management system , unified management system in education of urban and rural; the second one is to deploy the harmonious resources build up standard schools ; the third one is to establish coordination system ,realize the sharing educational resources ; the fourth one is to increase the total investment in compulsory education ; the fifth one is to amplify the secure system in the compulsory education development; the sixth one is to complete the developing evaluation system in compulsory education.
