On the basis of field-research, using multidisciplinary advanced theories, such as systems theory and the theory of public finance, to try to explore the relevant mechanisms of the promotion of the harmonious development of urban and rural compulsory education, in the hope to make some innovation in theory, be able to provide some information and recommendations to relevant government departments and education departments, and to provide the general education workers and teachers with some ideas in practice, ultimately to have an impact on education practice. This article mainly includes six major components: the foreword, the need for harmonious development of urban and rural compulsory education, the status of the development of urban and rural compulsory education, the thinking of the disharmonious development of urban and rural compulsory education, and the mechanisms of realizing harmonious development of urban and rural compulsory education.In the preamble, from a macro point, we mainly overview and analyze the harmonious development of urban and rural compulsory education and the research background and current research status. In the sector 2, on the basis of the research about harmony from part of modern thinkers and scholars, this paper tries to define the term "harmonious development", we explain the significance for harmonious development by using systems theory and other related theories. In the part IIIandIV, we analyze the status and causes of the disharmonious development China's urban and rural compulsory education deeply. In part V summing up the researching results and practical experience, using the public finance theory and systems theory, we construct three mechanisms to realizing the harmonious development of the urban and rural compulsory education: 1.to make input mechanism innovation which is harmonious-development-of-urban -and-rural-compulsory-education-oriented.2.To create the external intellectual assistance mechanisms to the rural compulsory education;3.To establish the education autonomy, interactive development mechanism which is under the quintessence of the orderly competition.We believe that through the establishment of these mechanisms, we can effectively contain the widening gap between urban and rural compulsory education, and gradually realize the harmonious development of urban and rural compulsory education.
