In recent years, with higher education in our country entered the popular stage, the quantity of the beginning teacher has been increasing continuously after expanding of higher education. Beacause the quantity growth of the beginning teacher influences to the structure of college teachers, and their teaching level relates to the teaching quality of the higher education institute, so how to raise the teaching ability of the beginning teacher becomes the hot topic that colleges and universities focus on.Based on the reasons above, using the methods of literature analysis, historical investigaiton and experience-summarizing research, the thesis demonstrates the obstacle factors from both macro and micro perspectives, that restricted development of the beginning teachers'teaching abilities.The macro-factors including both the instituation and outside education environment, and the microcosmic factors are new teachers'individual problems that have hindered the growth of teachers'teaching abilities.The article applies the method of contrast analysis to demonstrate the process of training about teacher teaching ability in three universities of China and America, and brings forward the differences in the school-based training methods of development of the beginning teachers'teaching ability in the two different countries: On the one hand, the universities play different roles in promoting development of the beginning teachers. Another, social factors have different functions to the teachers'professional development.At last, the paper discussed the measures about development of the beginning teachers'teaching abilities in higher education institutions from both macro and micro perspectives.The creative work lies in: First, the thesis chooses the stage from beginning teacher to expert teacher as study objective, bases on effective teaching concept, lift-long learning theory and professional develop theory, it set forth the connotation of the development of teaching ability; secondly, the paper reveals the difference in cultivating the beginning teachers beween Lincoln University and Harbin Institute of Technology, though analysis the first-hand data. Thirdly, It has brought forward feasibility tactics for developmen of the beginning teachers'teaching ability in our country.
