Scientific Allocation Research On Inner Fund Of The Institution Of Higher Education

The institution of higher education is a scholarly organization by a com mon, to a certain extent, but it is also an economic organization on the sideof flow-of-university's funds. As economic organization, the institution of higher education should make with effort to maximize its input-output; In fact,it is not so always in our country. Misspent the funds and low efficacy of funds usage are serious problems in many the institution of higher education of our country and it is a result of unreasonable allocation of funds.In this thesis, we firstly analysis the cause of being unreasonable allocatio n; then introduce the factors and the principle of scientific fund allocation ofthe institution of higher education; lastly we put forward a new point of vie w on this issue, that is: each the institution of higher education should have an applicable goal to agglomerate potential of all respects. Correctly under th is goal, fund allocation can accomplish prospective purpose. With the goal se t, the problem becomes to budget the funds of the institution of higher educa tion using The Zero-Based-Budge Algorithm. This algorithm can guarantee th at each department in university can be allocated fund fairly; on this premise,the work positivity of each department will be greatly improved.
