The National Teaching Master Policy is an official policy for selecting and examining teachers in higher education who are proactive in guiding the healthy growth of students in the process of education and teaching,adhere to the practice of educational reform and innovation,have a high reputation in the field of education,and society.This study uses the literature method,grounded theory,and case study method to explore the characteristics of the group of national teaching masters,the effect of the National Teaching Master Policy in higher education institutions and its influencing factors.Based on the research findings obtained from various paths,a comprehensive discussion is conducted,and the strategies to enhance the positive effect of the Teaching Master Policy are proposed in terms of policy content and form,and teacher training and management.Through the case study method,it is found that the teaching master and its policy have many positive effects on students,other teachers,individual master teachers,university construction and policy development in the process of teaching and research.The effect of the national teaching master policy is divided into direct effect and indirect effect.The direct effect is that the implementation of the national teaching master policy has selected a number of outstanding university teachers for teaching,promoted more university teachers to take up the undergraduate teaching podium,and also played an effect on the construction of university majors,courses and teaching materials to a certain extent.Indirect effect is the indirect influence and effect of the national teaching master policy on the construction and policy development of colleges and universities.Further,the indirect effect is divided into internal effect and external effect by the scope of the effect effect.In the internal effect,firstly,it is reflected in the recruitment and storage of high-level talents,on the one hand,attracting high-level teachers to join the universities where the famous teachers work,on the other hand,reserving excellent teachers with good professional quality and high teaching level,and strengthening the high-quality teaching team.Secondly,it attracts high quality students to apply for the universities where the master teachers are located,and attracts students to choose the majors and directions studied by the master teachers.Thirdly,the exemplary role of master teachers on student growth,teaching ethos and professional development of young teachers.Among the external and indirect effects,the national policy on master teachers provides directional guidance and operationalized selection criteria for the selection of master teachers at provincial and municipal levels and within universities,which has a positive impact on improving the teaching honour system for teachers of all echelons.At the same time,it is also found that there are shortcomings such as disconnected policy operation links,inadequate policy practice and limited space for positive influence that lead to negative effects such as stagnant professional re-growth of teaching master teachers and one-sided tendency of teacher evaluation.Through the case study method,it is found that the master teachers and the policy play an intrinsic effect,radiation effect,and penetration effect in the process of teaching and research.In terms of the intrinsic effects,it is firstly reflected in the recruitment of high-level talents.On the one hand,attracting high-level teachers to work in the universities where the master teachers are located.On the other hand,reserving excellent teachers with good professional quality and high teaching levels,so as to strengthen the construction of a high-quality teaching team.Secondly,it attracts outstanding students to apply for the universities where the master teachers are located,and attract students to choose the majors and study direction of the master teachers.The radiation effect is mainly manifested in the positive influence of the master teachers on the growth of students,professional construction,curriculum construction,teaching materials construction,teaching culture and professional development of young teachers.In the penetration effect,the national policy of teaching masters provides direct guidance and operable standards for the selection of teaching masters at provinces and universities.The policy has a positive impact on the improvement of the teaching honor system of teachers in all echelons.It is also found that there are a disconnect between the operational aspects of the policy,inadequate policy practice and limited scope for positive impact,which led to negative effects such as stagnation in the professional regrowth of teaching masters and a tendency for one-sided teacher evaluation.In response to these effects,analyze the influencing factors one by one from the micro personal orientation,university environment,and macro institutional environment.In terms of personal orientation,the influencing factors include the professionalism of master teachers,their professional identity and their personal pursuit.The higher the professionalism of master teachers,the stronger their professional identity and the higher the level of their personal pursuit,the greater the radiation energy of the effect of master teachers and the wider the radiation range.In the university environment,the influencing factors mainly include the physical environment of the university,the cultural environment of the university and the institutional environment of the university.In the macro-institutional environment,the guiding role,coordinating role,controlling role and regulating role of education policy,the degree of perfection of teacher training and management system,and the evaluation orientation of teacher evaluation policy are all factors affecting the effect of master teachers and their policies at the macro level,and these systems provide institutional support for the implementation of the policy of master teachers,the management of master teachers,and the dissemination of the influence of master teachers and their policies in different degrees.These systems provide institutional support for the implementation of the master teacher policy,the management of master teachers,and the dissemination of their impact.In order to promote the improvement of the Master Teacher Policy and facilitate the positive effects of the policy,the study proposes:reinforcing the value of the honour of teaching masters,building a teaching academic community with teaching masters as the main members,establishing a long-term training mechanism for master teachers,improving the evaluation and incentive mechanism for teachers,improving the after honor management of master teachers,and establishing a mechanism for their re-growth.
