In order to reply to the impacts of "new" society on Europe, the European proposed the counter- measure of constructing learning society. Lifelong learning is the core issue of constructing learning society. It is necessary to develop a set of indicators of lifelong learning to implement various strategies. With Obtaining prominence success in developing lifelong learning, European Commission published European report on quality indicators of lifelonglearning——fifteen quality indicators in June 2003. The Europe quality indicators of lifelonglearning includes four areas and fifteen items. We can draw many enlightenments from European experience in the development process, content choice and application ability when we develop the indicators of lifelong learning in our country.This article unscrambles the original text of this report. I will explores the reason and the process while the report published, the purpose is to draw enlightenments for developing the indicators of lifelong learning in our country. Research methods include documentation method, comparative method, historical method, analysis method, inductive method, case study method, etc.
