As the system reform of economy has stepped further, the number of unemployment increases continiously, People pay more and more attention to the social problem of unemployment. How to use the experiences and way of re-employment ,through the construction of a formal supporting system,which is represented by government, and an informal supporting system represented by relatives and friends,together with intermediary support,which is represented by community organization, form a complete laid off's re-employments' social supporting system. It's a big task to promote the laid off's re-employment in theory and practice. Through the analysis of the social supporting precedent in Pu yang city,this article's aim is to give some reference to construct a social supporting system in medium and small city.This article can be divided into five chapters:The first chapter's content is about topic background, aim, meaning and defining some basic conception;The second chapter summarizes the scholars' standpoint,such as social supporting net theory, communication rationality thoery,the stong and weak relates theory.The third chapter is introducing the status quo and inadequacy in Chinese community, using the experiences in abroad advanced community, giving inspiration to us.The forth chapter defines the Pu yang city to analysis example,introducing the status quo,then analyzes the data in questionnaire, surveys the laid off's re-employment in community,and then analyzes the community of support net. According to the data ,give out the inadequacy in community of support by then.The fifth chapter's content is giving the solution against with these inadequacy.
