In the past decade , high vocational education has made historical progress and a large breakthrough due to social great demand and unique functions of high vocational education , occupying the half sky of high vocational education in our country on a large scale.High vocational education in our country mainly includes the independent vocational technical colleges , more than half of which were newly set up in the past six years and most of which were upgraded from secondary specialized schools. Because of subjective and objective factors , high vocational education were upgraded from secondary specialized schools , which brought about a series of problems: unclearness of high vocational education , out-of-date and backward idea of vocational education , the diverge of cultivating aim and mode , low quality of teachers'group, the conditions for running schools not adjustable to the development , lack of widen and depth in education combining production with learning and research ,that the change form secondary vocational school to high vocational school is doomed to be a long and hard process .
